Plate tectonics movements shape the surface of our Earth over geological time scales (millions to billions of years), and are responsible for the formation of mountains, oceanic basins and the shape of continents. The long-term dynamics of the Earth system, such as in the biogeochemical cycles or the constant evolution of geography/topography, are also known to be strongly controlled by tectonic activity. Using plate tectonic models, the Earth’s past geography can be reconstructed into palaeo Digital Elevation Models (palaeo-DEMs) that account for past sea-level changes and depict changes in ocean-continents distribution. Users of these products, such as climate modellers interested in understanding the Earth’s past climates, require metrics and analytical solutions to describe the palaeo-DEMs and the changes from one reconstruction to the next. While relatively straightforward to compute static indicators for one single map and plot evolutions over time (e.g., of global oceanic area or high altitudes regions), understanding and representing transitions within and between states (e.g., land and water) has not yet addressed in palaeogeography. With this case study, we present an application of the Living Earth framework to deep-time palaeogeographic maps, focusing on 45 time steps spanning the Phanerozoic era (last 545 million years), as a complement to existing static geographic indicators.

Introduction. In the early 2020s, the strategic presence of the Federal Republic of Germany in the Global South entered a phase of systemic crisis. In an attempt to reverse this trend, offi cial Berlin intensifi ed the use of political and military instruments in the Middle East, framing their deployment as a contribution to regional peace and stability. This article aims to assess the content and eff ectiveness of Germany's political and military measures, as well as their actual impact on confl ict resolution and the regional balance of power.Materials and Methods. The empirical basis of the study draws on documents from the Office of the Federal Chancellor, the Bundestag, the Federal Foreign Office, and the Federal Ministry of Defence for the period 2006–2026. The research combines comparative analysis, event analysis, and discourse analysis, allowing for a systematic examination of the evolution of German foreign policy rhetoric, the dynamics of high-level official visits, and the patterns of Bundeswehr military presence in the region.Results. Within the framework of the course toward “strategic restraint”, Germany formed a positive foreign policy image: in 2003, it refused to support the invasion of Iraq; subsequent efforts to strengthen its positions (including participation in security sector reform and the fi ght against ISIS) demonstrated limited effectiveness. On the Palestinian issue and the Lebanese settlement, Berlin declared its commitment to the “two states for two peoples” formula and to the territorial integrity of Lebanon. However, the unconditional priorities remained consideration of Israel's interests and the special nature of relations with it. After October 7, 2023, the FRG expressed political solidarity with Israel in its confrontation with Hamas and the Iran-backed “axis of resistance”. In 2025–2026, Berlin shifted to an open course of containing Iran. At the same time, Germany consistently avoided direct military involvement and took into account the positions of the Gulf monarchies.Conclusion. Germany's demonstrated caution in the use of force served not so much as a manifestation of balance as a cover for its limited influence and piecemeal military presence in the region. The low effectiveness of the FRG's participation in conflict resolution is explained by a shift in goals. Berlin's main task is not conflict resolution, but the containment of actors rejecting the Western-centric model of world order. The article is addressed to specialists in the fi eld of international security and researchers of relationsbetween the Global North and the Global South.

The highly distributed infrastructure and the hetero geneous services and dynamic workloads of future 6G networks impose severe requirements on resource orchestration. We in troduce KG-Orchestrator, a unified framework which combines a Neo4j knowledge graph and a multi-GNN ensemble (Graph SAGE, HashGNN, GAT, GCN) to perform topology-aware and constraint-driven data center selection, and a knowledge graph continuously captures telecom resources and dependencies while GNNs learn multi-objective embeddings in terms of proximity, capacity and semantic compatibility, which is dynamic greedy policy exploits for real-time allocation. The results show that all GNNs support 100% satisfaction under baseline conditions, but attention-based models degrade under low feature variance. Compared to other RL and ML baselines (DQN, Random Forest) and a static First-Fit heuristic, our KG-Orchestrator approach maintains comparable service latency while reducing decision time by over 50%, consequently reaching sub-0.02 ms per-request decisions and retaining robust performance under workload surges up to 40% above baseline capacity.

This article examines how humanitarian aid dependency shapes participation in Community Group Saving and Lending (CGSL) mechanisms and the development of a self-help culture among rural households in South Sudan. It uses evidence from a doctoral mixed-methods study conducted in Eastern Equatoria, Jonglei and Lakes States between 2022 and 2025. The survey component targeted 85 respondents and generated 81 valid responses, while the qualitative component included 17 interviews. The article argues that humanitarian assistance has a double effect. It can crowd out savings discipline when it becomes a repeated expectation of external rescue, but it can also crowd in self-help when NGOs use assistance to build group rules, financial literacy, governance and member-managed savings systems. Descriptive results show strong support for government-donor collaboration (mean = 4.41), small regular savings (mean = 4.32), member-managed groups (mean = 4.64), savings mobilisation (mean = 4.28), and the poverty-reducing role of savings (mean = 4.51). At the same time, NGO promotion of informal savings recorded a more moderate mean of 3.68, suggesting that external facilitation is important but uneven. Inferential findings showed significant associations between CGSL participation and productivity-related indicators (chi-square = 15.92, p = 0.0001). Logistic regression showed that access to CGSL credit significantly influenced investment in modern agricultural technologies (beta = 1.9459, p = 0.026, odds ratio about 7.00). The article concludes that the problem is not humanitarian assistance itself, but assistance that fails to leave behind stronger local institutions. Policy should therefore redesign aid so that each relief cycle strengthens savings discipline, member ownership, group governance, agricultural credit readiness and formal-informal financial linkages.
