This study examines why governance arrangements do not always translate into timely decisions and development results in the World Bank-financed public investment operations. Using comparative qualitative case analysis, documentary analysis, and process tracing, it investigates two Investment Project Financing operations and one Program-for-Results operation in Uzbekistan; five additional operations provide triangulation. The unit of analysis is the management process rather than the project. Evidence identifies an agreement-to-implementation gap: legal agreements, appraisal documents, operational manuals, and national acts establish legitimate requirements, yet their combination can create duplicated controls, responsibility without decision rights, fragmented data ownership, and delayed escalation. IPF and PforR require different management architectures. IPF depends on integration across scope, procurement, contracts, expenditure, and outputs, whereas PforR depends on a result-delivery chain linking program ownership, administrative data, evidence, and independent verification. The article proposes a differentiated Institutional Risk Governance Framework comprising an alignment gate, decision-rights mapping, a control-value test, interface-risk management, an Individual Comments Map, and a Process and Risk Ledger. The contribution lies not in inventing these generic tools, but in integrating them around documented institutionalization gaps in World Bank operations in Uzbekistan. The framework is a design proposition requiring prospective pilot validation.

This zenodo record contains data accompanying the paper "Canopy temperatures in computationally expensive crop models: a resource-efficient emulator approach applied in LPJmL (version 5.9.18)" submitted to GMD (Hemmen et al., 2025).
The data are used in this study, in which an emulator approach is developed to simulate canopy temperatures in global crop models. For the derivation of the emulators, as well as for the usage of the emulators themselves, maximum crop heights are needed. Mean maximum plant heights of Brassica, Maize, Millet, Pea, Rice, Soybean, Sugarbeet, Sunflower, and Wheat were computed from plant height values provided by the GRIN-Global database. This article examines the reduction of the shadow economy share, which remains one of the most pressing obstacles to the sustainable economic development of Uzbekistan. The study provides a statistical and comparative analysis of international best practices, specifically focusing on Georgia and Estonia, which have successfully minimized underground economic turnover through comprehensive tax administration reforms. The research highlights the potential of adapting successful foreign frameworks—such as tax system digitalization, mandatory e-invoicing systems, and unified reinvestment incentives—into Uzbekistan’s fiscal structure. Ultimately, the paper provides practical and scientifically grounded proposals and recommendations aimed at legalizing informal sectors and optimizing tax compliance within the country's modern economic landscape.

The libraries implement a very-large eddy simulation (VLES) on the one-equation,wall-distance-free Wray-Agarwal model (WA2018; Han, Rahman and Agarwal, 2018). Theresolution-control function F_r of Han and Krajnović (2013) rescales the eddy viscosity.The turbulent kinetic energy, dissipation rate and specific dissipation rate needed for itslength scales are reconstructed algebraically from the transported viscosity and the strainrate (Section 2.4 of the paper). A two-equation counterpart on the k-omega SST model uses thesame resolution-control function and constants.

The range of basalt fabrics manufactured by APITEKS LLC in Uzbekistan is presented. Studies on fabric surface modification and the development of multilayer material assemblies are analysed. The need for a comprehensive assessment of thermal protection, resistance to repeated flexing, and hygienic properties when selecting footwear materials is substantiated.

This dataset supports a global multilevel meta-analysis of how anthropogenic and climatic stressors affect the biological responses of intertidal taxa. It contains the literature screening records (Scopus and Web of Science, search run on 1 September 2025), the full extraction matrix of 4,390 control-versus-treatment comparisons from 64 studies, and the primary analysis dataset of 3,439 Hedges' g effect sizes from 59 studies. It also includes a data dictionary, the list of included studies, the a priori classification of 185 response variables by direction of response (with an independent blind classification and inter-rater agreement), the ratio-scale classification used in a log response ratio sensitivity analysis, and the R script that reproduces all analyses, tables and figures. The data cover rocky, sandy and muddy shores and vegetated intertidal habitats worldwide and all phyla in the dataset, with Mollusca, Ochrophyta and Tracheophyta as focal phyla.
