The article examines mechanisms for enhancing the competitiveness of Uzbekistan’s national economy in the context of an innovation economy, using data from the National Statistics Committee and WIPO’s Global Innovation Index. It finds that R&D intensity fell from 0.119% to 0.091% of GDP in 2020–2025 and identifies an efficiency gap between innovation inputs (69th) and outputs (92nd). Evidence-based recommendations on financial, institutional and regional mechanisms are proposed.

Self-contained code and public input data that reproduce every analysis result, table, and figure in the Hydrological Processes Scientific Briefing 'Forest disturbance alters water yield but not catchment drainage behavior.' From the public USDA Forest Service daily-streamflow archive (RDS-2016-0025-2) and a public 10 m digital elevation model (USGS 3DEP, public domain; HydroShare 10 m DEM and weir coordinates, CC BY 4.0, as a sensitivity input), the Python scripts compute, for 14 independent Coweeta headwater watersheds: recession constants (mean log-ratio of successive daily flows) and gap-aware Lyne-Hollick baseflow indices; the physiographic-controls analysis with DEM-derived terrain descriptors (mean slope, hypsometric integral; exact Mann-Whitney and rank-biserial statistics); the 58-year WS7-WS2 paired clear-cut calibration; direct reference-adjusted era contrasts of k, BFI, seasonal k, the low-flow quantiles Q90/Q95/Q99, the annual 7-day minimum and the yield effect from a joint water-year bootstrap; multidecadal drift tests on annual recession estimates (Theil-Sen, Mann-Kendall with the Hamed-Rao correction, moving-block bootstrap, panel slopes); the Archfield et al. (2014) seven flow-regime statistics; nine robustness analyses; an audit of the baseflow-filter implementation; and main Figures 1-2 and Supplementary Figures S1-S7. See README.txt for the run order (run_all.py) and the release manifest (make_release.py). Core dependencies: numpy, pandas, scipy, matplotlib; rasterio, shapely and geopandas are needed only for the terrain step. In 2016, an estimated 428,000 Australian children watched the AFL Grand Final. Because the match was "live sport," alcohol advertisements ran through the entire broadcast — legally, at any hour, into living rooms full of eight-year-olds in team colors.
I wrote my first essay on this subject two years ago, as a student, with more outrage than evidence. I have since gone back and done what I should have done then: read everything. Thirty years of peer-reviewed research. Government mortality data. The regulator's own documents. The picture is worse than I thought, and the timing is extraordinary — the national communications regulator, ACMA, is deciding right now whether any of this changes.
Here is what the evidence says.
In 1976, Australia completed its phase-out of cigarette advertising on radio and television, overriding fierce lobbying from the tobacco, broadcasting and advertising industries. We extended the ban to print in 1990, to billboards and sponsorship by 1995, and in 2012 we became the first country on earth to strip branding from the cigarette pack itself.
It worked. By 2011, smoking among Australians aged 12 to 17 had fallen to 2.5 per cent — the lowest rate ever recorded. A government study attributed roughly a quarter of the decline in smoking between 2012 and 2015 to plain packaging alone, with an estimated 100,000 fewer Australian smokers within three years. Sixteen countries followed our lead.
Now look at alcohol — a legal, taxed, addictive product, just as cigarettes were throughout their advertising ban.
In 2021, an estimated 9,029 Australian deaths were attributable to alcohol: one death in nineteen. Alcohol-induced deaths rose 9.1 per cent in 2022, the highest rate in more than a decade. And unlike smoking, this harm spills onto bystanders: researchers put the tangible annual cost of harm caused by other people's drinking at $11.45 billion — 0.68 per cent of GDP — before counting the quality-of-life losses borne by victims of violence and road trauma.

CACHET-CADB is a contextualized ambulatory electrocardiography arrhythmia dataset recorded with a wearable chest-patch ECG device (Kumar, Puthusserypady, Dominguez, Sharma & Bardram, Frontiers in Cardiovascular Medicine, 2022, DOI 10.3389/fcvm.2022.893090). Recordings come with cardiologist annotations (arrhythmia events) and contextual information. The full database (16.5 GB) is openly available at DTU Data (DOI 10.11583/DTU.14547264).
Contents (118 MB compressed / 353 MB uncompressed), in the original Unisens folder layout, unchanged from the full database:

CACHET-CADB-Mini/annotations/: the accompanying annotation and context files for the same recordings.
Why this subset exists: the full database is too large for CI test runs, and the hosting portal throttles scripted downloads, which made automated testing unreliable. This subset keeps the original file formats and folder structure so that parser code is exercised against real data.
