Abstract.
This study critically examines the implementation gap in Pakistan’s environmental jurisprudence by exploring the tension between progressive judicial activism and the failure to enforce environmental statutes, notably the Pakistan Environmental Protection Act 1997 (PEPA 1997) and the provincial environmental laws enacted after the Eighteenth Amendment. Over the last three decades, the judiciary has built a visionary body of constitutional jurisprudence, reading a right to a healthy environment into Article 9, applying concepts such as the Polluter Pays Principle, the Precautionary Principle, and Intergenerational Equity, and creating supervisory mechanisms such as continuing mandamus and judicial commissions. This study shows, however, that these judgments have functioned more as normative statements than as an operational standard of administration. Systemic resource deficits, technical incapacity, statutory fines under Section 17 that have not been indexed for inflation, superficial Environmental Impact Assessment (EIA) practice, and non-functional Environmental Tribunals continue to limit the Environmental Protection Agencies (EPAs) severely. Drawing on a comparative analysis with regional frameworks, including the National Green Tribunal in India and the constitutional rights model in South Africa, the paper identifies executive inertia, inter-agency disconnects, evidentiary limitations, and lost institutional memory as the key structural impediments. It proposes reforms to close this gap: reorganising EPAs into independent statutory bodies, replacing fixed statutory fines with dynamic civil administrative penalties, introducing third-party EIA auditing, and adopting explicit damage-assessment formulas grounded in the Polluter Pays Principle.

This Navier–Stokes reconstruction and validation collection preserves
the earlier 162-page reader, corrected 208-page analytical reader, complete
structured reconstruction and source packages. It now also contains independent
finite positive-diffusion Boussinesq control proofs, exact physical force and
state maps, source-specific mathematical reviews, the D1-corrected editable
166-page source reconstruction, and an experimental Everyday English attempt.
The source authors and original formulations remain identifiable in each object. This corrected 208-page reader reconstructs and examines the released construction for the classical three-dimensional Navier–Stokes equations with any positive viscosity, zero initial velocity, and smooth compactly supported forcing. It presents the source's finite-time blowup construction with bounded kinetic energy. Independent validation of the complete construction remains in progress.
Read the 208-page PDF · Full reconstruction JSON · Complete portable ZIP · Standalone LaTeX source
The thirteen complete mathematical bodies cover leading profiles; base and heat fields; oscillatory fields and their complete curls; mean corrections; the finite correction cycle; terminal localization and comparison; profile assembly; stage-input assembly; shrinking-cutoff summation and realization; the terminal trace quotient; compact radial-stress reconstruction; correction-cycle gain; and the complete analytic closure audit. Full written derivations, reviews, source files and reproducible finite checks are supplied in the JSON and archive.
This edition corrects an omitted actual-shear remainder in the explanatory energy-production equality. It retains the varying shear, proves explicit positive-production bounds with that remainder, and gives the full force–pressure bijection. It also retains the polynomial derivative factors in the radial transport product and proves both directions of the moving-plane coordinate equation using its exact ambient projection. All six affected live component copies were corrected. The earlier 162-page edition remains available unchanged; exact source identities and reversible typography changes are recorded.
Nine freshly executed replay programs passed 144 named mathematical result groups and 12 separate structural probes, with three additional stage term-list lower-bound assertions. Two exact rational evaluations and one numerical evaluation remain separately identified supplements. The reader passed complete visual coverage and a portable three-pass LaTeX rebuild with exact page-by-page extracted-text equality. These checks do not constitute a completed independent analytic or formal certificate. The original formal import closure, endpoint axiom reports, fresh Lean replay and full configured Comparator remain unfinished.
The JSON is this reconstruction's complete structured source-and-check record, not the original discovery transcript. Attribution for the underlying construction belongs to the cited paper and formal repository. This release makes no prize or personal priority claim.
The released source is FINITE TIME BLOWUP FOR NAVIER–STOKES. The component, profile and stage derivations use the 165-page capture, SHA-256 8c8a94ad9ac824c8b605b9827cadf7beaca48bd10b380de3cfc872a2c37afa81; the summation and radial/cycle audits also identify the distinct 166-page capture, SHA-256 0e779481c4da40bd28d1e642e1d8ca57447d129610df28dfa5a11e9af8ae228f. The formal source repository is pinned to commit 8937a8f4cbc7abaab5e9e97d1cc7f5d2319d9538. The finite source-revision comparison retains its stated scope.GitHub reading and source mirror: Navier–Stokes workbench. This additive version retains all seven files of the previous 162-page edition unchanged and adds the corrected 208-page edition. Related collections: Yang–Mills spectral and state maps and S6 topology and degeneration calculations. These are separate research records, not an assertion that one theorem resolves the others.
Living workbench and PolyClank organization: the workbench overview, PolyClank documentation and Navier–Stokes research state organize reusable source files, research attempts and check evidence, and identify remaining validation work. This record preserves the corrected 208-page edition together with the seven unchanged files of the earlier 162-page edition; the living workbench records subsequent research. Independent validation of the complete construction remains unfinished. This organization does not certify the mathematical endpoint or assert a prize or personal priority claim.

The finite third return is proved on a definite positive diffusion interval.
Its exact similarity transfers the finite return to every radius at fixed
positive physical diffusion. The based-state interface, returned affine core,
compact correction, complete annulus force, every mixed force derivative,
cutoff lower bounds and weighted force-to-state estimate are written in full.
The Lemma 10.5 and finite angular Gram reviews and the source-bound review
of Claude's spectral and coefficient additions are also supplied.
The 121-page control reader is an earlier snapshot, before the latest
full-support force and force-to-state sections. Their complete updated LaTeX
is in the new research source ZIP. Exact replays and static references pass;
compilation of the newest complete reader remains pending at the shared
TeX checkpoint. The corrected 208-page analytical reader remains the default
readable PDF preview. The modified infinite growing return, all-stage signed
force budget, terminal smooth-force extension and complete independent
certification of the imported global Navier–Stokes claim remain unfinished.
Experimental Everyday English reference
The separate experimental ZIP preserves the earlier full-paper draft in
PDF, EPUB, HTML and LaTeX and the later unfinished manual source-page-1 draft.
It records an attempt to make the paper easier to read. Its success has not
been established. The earlier draft was rejected as the basis for a new
rewrite; earlier completion and release checks are historical producer
decisions, not current acceptance of the experiment. The material is kept
for reading, comparison and reference.

The study analyzes the impact of technological heritage on public health in an old industrial region using the Vladimir region as a case study. The research relevance is determined by the lack of comprehensive scientific approaches to assessing accumulated damage in old industrial regions; insufficient understanding of the relationship between environmental pollution and public health at the local level; the need for systematic environmental management and the absence of effective mechanisms for controlling and rehabilitating old industrial territories. The study found that an old industrial region represents a specific anthropotechnogenic ecosystem where past pollution ("ecological memory") combined with modern technological loads creates cumulative health risks for the population. The environmental analysis of this type of region demonstrates serious ecological problems. Particular attention is drawn to the issue of toxic substance accumulation in soils, which creates long-term health risks for the population. The obtained results form the basis for developing regional sustainable development programs that combine environmental safety with socio-economic priorities of old industrial regions.

couteuses.

This record contains the reproducibility package for the article “Auditing Reliability after Representation Learning: Decodable Domain Information and Misaligned OOD Scores.” It includes the complete 15-checkpoint v3 result matrix (five seeds × three orthogonality levels), per-image Mahalanobis distances, feature norms, labels and assigned classes, raw scorer arrays, validation reports, derived result tables, and CPU analysis scripts.
The raw scorer arrays were rebuilt from cached embeddings and matching classifier heads and checked against the aggregate AUROC and FPR95 results. All 120 run–scorer pairs match within a maximum absolute difference of \(10^{-6}\) for AUROC and \(1.2 \times 10^{-16}\) for FPR95. The descriptive baseline includes six available scorer arrays; it does not report Energy and ViM scores.
The scripts reproduce statistical analyses conditional on the supplied scores and checkpoint summaries. The package does not include original model weights, cached embeddings, training logs, or patient/lesion identifiers; therefore, this record cannot be independently audited for training provenance or patient-grouped inference. Analysis scripts require Python 3.10 or later, NumPy, pandas, SciPy, and scikit-learn. See the README for execution instructions.

In 2024, Cascais launched its Urban ReLeaf pilot under the theme “A future-proof urban park – Thermal comfort perceptions on urban greenspaces in Cascais”. The pilot aimed to better understand how citizens perceive bioclimatic comfort in different urban parks and how this information can support local strategies for climate resilience and adaptation.
The campaign successfully mobilised 1,500 citizens across four seasonal campaigns: spring (287), summer (552), autumn (229) and winter (432). Participants represented a broad demographic profile, with 60% women, 18% young people under 24, and 13% older adults above 65. Citizens were engaged through onsite signage, QR-code surveys, seasonal kickoff events, and outreach via schools, community associations, and Cascais Jovem. Vulnerable groups, including elderly residents and young people, were specifically targeted to ensure inclusiveness.
Preliminary findings revealed notable contrasts across Cascais’ greenspaces. Quinta da Carreira Urban Park was consistently rated as the most comfortable environment, while Abóboda Urban Park and Bosque das Fontainhas presented the poorest conditions during summer, particularly regarding temperature, sun exposure, wind, and humidity. These results provide clear evidence for identifying “comfort hotspots” for citizens during heat events, as well as “discomfort hotspots” requiring targeted intervention in planning and investment.
Beyond data collection, the pilot had tangible policy impacts. Results were directly used to inform the Green Spaces and Tree Protection Regulation and contributed to the good practice manual Renatura. Citizens expressed appreciation for having their perceptions considered in municipal decision-making, confirming the value of participatory citizen science approaches.
The 2025 campaigns expanded on these achievements by combining perception data with objective environmental monitoring. TRH sensors (temperature and humidity) will be deployed across selected parks to generate complementary datasets, creating a robust evidence base for municipal planning. Seasonal campaigns will continue, supported by cultural and community activities to broaden participation, and youth recruitment will be reinforced through Cascais Jovem.
Overall, the Cascais pilot demonstrates how citizen-powered data can inform local climate adaptation strategies, strengthen community resilience, and ensure that urban greening policies respond to both scientific evidence and lived experiences. The integration of these approaches into municipal frameworks illustrates the transformative potential of Urban ReLeaf for building inclusive, future-proof urban environments.
