Abstract. This study critically examines the implementation gap in Pakistan’s environmental jurisprudence by exploring the tension between progressive judicial activism and the failure to enforce environmental statutes, notably the Pakistan Environmental Protection Act 1997 (PEPA 1997) and the provincial environmental laws enacted after the Eighteenth Amendment. Over the last three decades, the judiciary has built a visionary body of constitutional jurisprudence, reading a right to a healthy environment into Article 9, applying concepts such as the Polluter Pays Principle, the Precautionary Principle, and Intergenerational Equity, and creating supervisory mechanisms such as continuing mandamus and judicial commissions. This study shows, however, that these judgments have functioned more as normative statements than as an operational standard of administration. Systemic resource deficits, technical incapacity, statutory fines under Section 17 that have not been indexed for inflation, superficial Environmental Impact Assessment (EIA) practice, and non-functional Environmental Tribunals continue to limit the Environmental Protection Agencies (EPAs) severely. Drawing on a comparative analysis with regional frameworks, including the National Green Tribunal in India and the constitutional rights model in South Africa, the paper identifies executive inertia, inter-agency disconnects, evidentiary limitations, and lost institutional memory as the key structural impediments. It proposes reforms to close this gap: reorganising EPAs into independent statutory bodies, replacing fixed statutory fines with dynamic civil administrative penalties, introducing third-party EIA auditing, and adopting explicit damage-assessment formulas grounded in the Polluter Pays Principle.

The study analyzes the impact of technological heritage on public health in an old industrial region using the Vladimir region as a case study. The research relevance is determined by the lack of comprehensive scientific approaches to assessing accumulated damage in old industrial regions; insufficient understanding of the relationship between environmental pollution and public health at the local level; the need for systematic environmental management and the absence of effective mechanisms for controlling and rehabilitating old industrial territories. The study found that an old industrial region represents a specific anthropotechnogenic ecosystem where past pollution ("ecological memory") combined with modern technological loads creates cumulative health risks for the population. The environmental analysis of this type of region demonstrates serious ecological problems. Particular attention is drawn to the issue of toxic substance accumulation in soils, which creates long-term health risks for the population. The obtained results form the basis for developing regional sustainable development programs that combine environmental safety with socio-economic priorities of old industrial regions.

Cet article présente l’expérience d’une pratique agricole dite « cultures de contre saison » autour de la mare de Dan Doutchi. Longtemps perçue comme une activité secondaire, la culture maraîchère est aujourd’hui un palliatif au déficit de production vivrière devenue chronique au Niger. Elle se positionne dans la lignée des pratiques résilientes des populations, mais aussi un levier de développement en milieu rural nigérien. L’objectif de l’étude est d’analyser les enjeux liés à l’exploitation de la mare de Dan Doutchi à travers la culture de contre saison et mieux cerner les contraintes auxquelles elle fait face ainsi que les opportunités qu’elle offre aux populations. L’approche méthodologique s’appuie sur des données quantitatives et qualitatives au prisme des enquêtes socioéconomiques couplées aux entretiens multi catégoriels des acteurs et les observations sur le terrain. Les résultats montrent que la mare de Dan Doutchi dispose d’un potentiel irrigable de 1775 ha partagés entre huit villages riverains dont 741 ha sont exploités par 468 exploitants. Les cultures maraichères autour de la mare s’affirment plus que jamais comme une activité majeure permettant de combler les déficits de la culture sous pluie mais aussi de se procurer de revenus économiques. En effet, 20 % des produits rentrent directement dans la consommation familiale et 80 % sont destinés à la vente. Le revenu engrangé de la commercialisation oscille entre 1 000 000 FCFA à 300.000 FCFA selon les catégories des producteurs. Ces recettes sont injectées dans divers besoins dont 50 % dans l’achat du vivre. En outre, des menaces multiples pèsent sur la mare et l’activité autour dont l’inadaptation de certaines spéculations au milieu physique, le faible niveau financier et technique des producteurs, des pratiques non conservatoires. Face à ces préoccupations, les producteurs s’orientent vers une culture maraîchère résiliente, privilégiant les cultures pour l’autoconsommation, non exigeantes et moins couteuses.

This record contains the reproducibility package for the article “Auditing Reliability after Representation Learning: Decodable Domain Information and Misaligned OOD Scores.” It includes the complete 15-checkpoint v3 result matrix (five seeds × three orthogonality levels), per-image Mahalanobis distances, feature norms, labels and assigned classes, raw scorer arrays, validation reports, derived result tables, and CPU analysis scripts. The raw scorer arrays were rebuilt from cached embeddings and matching classifier heads and checked against the aggregate AUROC and FPR95 results. All 120 run–scorer pairs match within a maximum absolute difference of \(10^{-6}\) for AUROC and \(1.2 \times 10^{-16}\) for FPR95. The descriptive baseline includes six available scorer arrays; it does not report Energy and ViM scores. The scripts reproduce statistical analyses conditional on the supplied scores and checkpoint summaries. The package does not include original model weights, cached embeddings, training logs, or patient/lesion identifiers; therefore, this record cannot be independently audited for training provenance or patient-grouped inference. In 2024, Cascais launched its Urban ReLeaf pilot under the theme “A future-proof urban park – Thermal comfort perceptions on urban greenspaces in Cascais”. The pilot aimed to better understand how citizens perceive bioclimatic comfort in different urban parks and how this information can support local strategies for climate resilience and adaptation. The campaign successfully mobilised 1,500 citizens across four seasonal campaigns: spring (287), summer (552), autumn (229) and winter (432). Participants represented a broad demographic profile, with 60% women, 18% young people under 24, and 13% older adults above 65. Citizens were engaged through onsite signage, QR-code surveys, seasonal kickoff events, and outreach via schools, community associations, and Cascais Jovem. Vulnerable groups, including elderly residents and young people, were specifically targeted to ensure inclusiveness. Preliminary findings revealed notable contrasts across Cascais’ greenspaces. Quinta da Carreira Urban Park was consistently rated as the most comfortable environment, while Abóboda Urban Park and Bosque das Fontainhas presented the poorest conditions during summer, particularly regarding temperature, sun exposure, wind, and humidity. These results provide clear evidence for identifying “comfort hotspots” for citizens during heat events, as well as “discomfort hotspots” requiring targeted intervention in planning and investment. Beyond data collection, the pilot had tangible policy impacts. Results were directly used to inform the Green Spaces and Tree Protection Regulation and contributed to the good practice manual Renatura. Citizens expressed appreciation for having their perceptions considered in municipal decision-making, confirming the value of participatory citizen science approaches. The 2025 campaigns expanded on these achievements by combining perception data with objective environmental monitoring. TRH sensors (temperature and humidity) will be deployed across selected parks to generate complementary datasets, creating a robust evidence base for municipal planning. Seasonal campaigns will continue, supported by cultural and community activities to broaden participation, and youth recruitment will be reinforced through Cascais Jovem. Overall, the Cascais pilot demonstrates how citizen-powered data can inform local climate adaptation strategies, strengthen community resilience, and ensure that urban greening policies respond to both scientific evidence and lived experiences. The integration of these approaches into municipal frameworks illustrates the transformative potential of Urban ReLeaf for building inclusive, future-proof urban environments.

This paper explores the psychological, political, and metaphysical dimensions of Macbeth’s descent into tyranny, analyzing how externalized prophecies materialize as internal psychic fractures that dismantle both the individual ego and the body politic. By examining the structural breakdown of Scottish feudal order, the subversion of gender performativity through Lady Macbeth and the Weird Sisters, the linguistic contagion of equivocation, and the ultimate restoration of normative sovereignty under Malcolm, this study argues that Shakespeare posits moral conscience as an inescapable tribunal from which no tyrant can successfully secede. Tyranny, in Shakespeare’s formulation, is not merely political oppression; it is a cosmic pathology. Under Macbeth, the natural order is thrown into grotesque reverse: horses eat each other, darkness covers the daytime sky, and owls hunt falcons. The political body reflects the diseased soul of its sovereign. Malcolm’s eventual catalog of royal virtues justice, verity, temp'rance, stableness, bounty, perseverance, mercy, lowliness, devotion, patience, courage, fortitude (IV.iii.92-94) serves as a comprehensive mirror for magistrates, establishing the moral prerequisites for restoring health to the fractured state. 6. The Somatic Manifestation of Guilt: Hallucinations and Sleep One of the most striking psychological dimensions of Macbeth is the physicalization of guilt through hallucinations and sleep deprivation. Sleep, in the drama, is repeatedly identified as the vital balm of human existence "the innocent sleep, / Sleep that knits up the ravell'd sleave of care" (II.ii.35-36). When Macbeth murders Duncan in his sleep, he literally and metaphorically murders sleep itself, condemning himself to chronic insomnia and perpetual psychological torment. The hallucination of the floating dagger ("Is this a dagger which I see before me," II.i.33) and the subsequent apparition of Banquo’s ghost at the royal banquet table function as objective correlatives of Macbeth’s fractured conscience. These supernatural manifestations are internal projections rather than external agents; they represent the unbearable weight of repressed guilt breaking through the defenses of the conscious ego. Banquo’s ghost, sitting ominously in Macbeth’s place at the feast, visually dramatizes the usurper's total lack of legitimate succession and his inability to secure his hard-won throne.
