Dependencies speasy 1.8.4. Its proxy client asks for compression=blosc (SciQLop/speasy#373), which this server has served since 0.20.0: per-array byte-shuffle + zstd, about 40% smaller than whole-pickle zstd on field data and several times faster to decode. speasy's cache version is unchanged, so existing caches are kept as they are. pysciqlop-cache 0.2.2. Value files are never unlinked inline any more: triggers queue them in a trash table in the same transaction as the row change, so a rolled-back delete can no longer lose a value. A value that can't be written raises instead of being silently dropped. Opening an existing cache only adds two triggers; a cache round-trip 0.1.16 → 0.2.2 → 0.1.16 → 0.2.2 kept every value and left no orphaned files. Cette présentation propose une réponse critique au billet publié par l'Insee en février 2020 (Benoît Ourliac, « Mais si, l'Insee prend bien en compte le logement dans l'inflation ! »), lui-même rédigé en réaction aux critiques d'Emmanuel Todd et de Philippe Herlin sur la sous-estimation du logement dans la mesure de l'inflation française. L'argument central porte sur l'usage que fait l'Insee du manuel méthodologique international de l'indice des prix à la consommation (FMI, OIT, OCDE, Eurostat). Contrairement à ce que suggère le billet de l'Insee, ce manuel ne recommande pas d'exclure les loyers imputés des propriétaires-occupants du calcul de l'IPC : il indique au contraire que leur inclusion améliore la représentativité de l'indice, et le manuel spécifique d'Eurostat qualifie l'exclusion du logement d'approche « trop étroite ». La comparaison internationale confirme le caractère singulier de la pratique française : les loyers pèsent pour 30% du panier américain (dont 23% de loyers imputés) et 21% du panier allemand (dont 10% imputés), contre seulement 6% en France, sous la seule forme de loyers réels. L'exclusion des loyers imputés apparaît ainsi comme un choix national plutôt que comme une contrainte méthodologique ou réglementaire européenne, d'autant que la comptabilité nationale française elle-même traite ces loyers imputés (194 Md€, contre 79 Md€ de loyers réels) comme de la consommation. La présentation met en cause l'enquête Loyers et Charges de l'Insee, instrument censé mesurer la hausse des loyers pour l'IPC. Cette enquête souffre de plusieurs limites : un échantillon restreint et l'exclusion des logements meublés, alors même que leur part progresse très rapidement pour des raisons principalement fiscales. La méthode d'imputation employée par l'Insee, dite du « bridged overlap », est explicitement déconseillée par Eurostat dans les configurations où les loyers sont encadrés à la relocation ou plafonnés, ce qui est le cas dans plusieurs grandes villes françaises. Le partage volume/prix des loyers est donc très contestable : la méthode de l'Insee impute la totalité de la hausse de loyer à la relocation à des travaux d'amélioration, alors qu'une partie relève en réalité d'un repositionnement du loyer permis par le droit français, indépendamment du coût réel des travaux engagés. La confrontation avec les données de l'Observatoire des Loyers de l'Agglomération Parisienne (OLAP) confirme ces biais : entre 2001 et 2021, les loyers parisiens ont progressé de 64,2% selon l'OLAP contre 43,5% seulement selon l'Insee - un écart qui, une fois déflaté par l'indice des prix, amène à une hausse réelle plus de trois fois supérieure dans les données de l'OLAP. La présentation conclut en appelant à davantage de transparence méthodologique de la part de l'Insee, sans remettre en cause sa compétence technique, mais en soulignant le caractère partiel, voire partial, des arguments avancés dans son Blog, et en relevant que la mention « et au bon niveau » a été discrètement retirée du titre du billet original après sa publication.

This repository contains the version 5a simulation source code corresponding to the experiments reported in the paper “Distributed Intelligence in Motion: Self-Organizing Cognitive Swarms for Synchronous Multi-Target Missions.” The simulator models self-organizing multi-agent swarms performing synchronous multi-target missions, including target-conditioned clustering, MST-based swarm organization, leader–follower motion, agent attrition, target neutralization, leadership replacement, sub-swarm merging, and dynamic reassignment. The archived version is provided to support reproducibility of the reported simulation framework.
