This dataset inventories the federal obligations to fund ecological capacity in the United States — grant and research programmes, and also the consent orders and permit conditions through which federal environmental law requires a municipality to spend on the same capacity — and codes each on four dimensions: where the duty to spend originates, whether the obligation requires any mechanism connecting ecological evidence to planning decisions, whether the duty itself survived the 2025–2026 reversal, and whether the money did.
The inventory is not a ULE scoring record and does not apply the ULE scoring scale. It examines the E5 condition — epistemic translation — from the funding side rather than the jurisdictional side, and it treats the 2025–2026 reversal as a comparison rather than as context: one external shock reaching fourteen obligations of differing legal design at the same moment. The simultaneity holds the political period constant; it does not make the obligations otherwise alike, and the inventory is not offered as an identification strategy.
Why this inventory exists
Analyses of US climate finance typically record funding volume. This inventory records funding architecture. Between 2022 and 2024 US cities received the largest federal climate investment in their history. Between 2025 and 2026, executive action, budget reconciliation, rescissions and the ordinary appropriations process removed much of it. What was removed and what survived did not divide by programme size, agency or policy area. The inventory is structured to make the line that it did divide along legible and testable.
Coding scheme
The durability coding and the evidence-integration coding were assigned independently of each other, on separate days and from separate source sets. The durability coding and the two status codings carry the principal finding; the evidence-integration coding records an absence and is reported as such.

Assignment is made from the authorising instrument named in statutory_basis, not from the programme's size, duration or perceived stability.
e5_level — does the obligation require evidence integration?
Level — Definition0 None — No evidence-based revision mechanism is required. Assignment is made from what the obligation requires in its formal design, without reference to the durability class. Four steps are kept apart: ecological data are generated; they are reported to an oversight body; the programme is revised in light of them; and a planning decision is revised in light of them. Reporting is not revision, and programme revision is not planning revision. The coding records what an obligation requires, not what every funded project does: an obligation coded 0 may have grantees that operate such a mechanism voluntarily.
legal_obligation_status and funding_implementation_status — the two axes of the reversal
Suspending a payment is not the same event as removing a duty to spend, and in this episode the two came apart repeatedly. The two fields record them separately; two_axis_rationale gives the basis for each row.

Read across the fourteen records: the duty to spend was removed or partly rescinded in three cases — the Greenhouse Gas Reduction Fund by repeal, the urban forestry and Climate Pollution Reduction allocations by rescission of unobligated funds. Payment or implementation was interrupted in six. Both counts fall entirely on the unanchored side; neither reaches an obligation classified L1 or L2. The contrast is sharper on the second axis than the first, which is itself the finding: what the reversal mostly did was stop money moving under authorities that remained formally in force.

Version 3 — what changed and why
Version 2 recorded the reversal on a single axis. outcome_2025_26 placed a suspension of payment, a rescission of unobligated funds, a statutory repeal and a lapsed solicitation in one category, "Paused, terminated, repealed or closed". These are not the same event, and treating them as one obscured the most informative thing in the record: in eleven of the fourteen cases the duty to spend was never removed at all.
Version 3 adds three fields. legal_obligation_status records what happened to the duty; funding_implementation_status records what happened to the money; two_axis_rationale gives the documentary basis for both, row by row. The source material is unchanged — each value is read from the narrative already held in status_2025_2026 — but it is now coded rather than left for a reader to extract. outcome_2025_26 is retained unchanged so that version 2 remains reconstructible.
No durability class, e5_level value, source or figure has been altered. The changes to the description are of two further kinds. The coding of e5_level is now stated in terms of what an obligation requires rather than what it funds, which is what the documents support and what the codebook always said. And the framing of the episode as a natural experiment has been withdrawn: the simultaneity of the shock holds the political period constant across the fourteen cases, but the cases differ in age, purpose, political visibility, funding source and the authority that decided their fate, and the reversal reached them by different routes.
Version 2 — what changed and why
Three obligations carried an e5_level of 1 in version 1 and are coded 0 here: the standing federal-municipal research partnerships, the IRA Environmental and Climate Justice Block Grants, and the HUD Community Development Block Grant. The rationale recorded for each at the first pass described what the programme permits rather than what it operates — a standing institution "without a formal planning-feedback mandate", capacity-building components that "can support governance infrastructure", and a structure that "permits funding governance infrastructure, though the programme does not require it". The codebook sets level 1 at an evidence-revision cycle that operates. None of the three describes one.
What has been corrected is the application of the definition, not the definition itself, which is unchanged and published separately. The two streams left at level 1 — EPA consent decrees and NPDES permits including MS4 — each describe a cycle in operation, and the recoding_note column records why each of the five was decided as it was, for the two that stayed as well as the three that moved.
The durability and outcome codings are unchanged. No score, figure or source has been altered other than the three e5_level values and their accompanying text.
Findings
1 · No obligation requires that evidence reach a planning decision. Of fourteen, none is coded at level 2. Twelve require no evidence-based revision mechanism at all; two require one partially, and both are partial in the same way — an evidence-revision cycle operates inside a compliance chain and stops at the boundary of planning authority. The distribution across domains is not merely uneven but concentrated in one: two of the three regulatory programmes support a partial mechanism. None of the eleven research, infrastructure, climate or community-development programmes does. Obligations that build ecological capital fund the asset and require evaluation of its completion; none requires the institutional relationship that would make the asset consequential for a planning decision. Whether any funded project builds that relationship anyway is not something programme documents can show.
2 · Durability was associated with legal form. Scale does not order the contrast, since the largest and the most troubled programmes fall on opposite sides of it; performance and political salience are not measured here and cannot be excluded. Nor does the comparison separate legal form from the age and purpose of the obligations, which covary with it.

None of the four programmes anchored in law or in a standing institution was withdrawn. Of the ten resting on an appropriation or a competitive award, six were curtailed and two more are proposed for elimination or reduction — eight of ten either lost or under threat. The project-contingent category was cleared entirely. The magnitudes make the point concrete: a USD 27 billion programme lost more than USD 16 billion in terminations and, under section 60103, its statutory basis along with its disbursements; over the same period a consent-order obligation running materially over budget and behind schedule was not touched. Nor was the pattern produced by executive action alone — the Section 319 nonpoint source programme, appropriated at USD 174.3 million in the previous fiscal year, was proposed for elimination through the ordinary appropriations process.
3 · Evidence integration is almost entirely absent, and where present it is statutory in origin. Two of the fourteen require a mechanism connecting monitoring findings to programme revision. Both are anchored in law, and both are creatures of the same regulatory regime: a consent order and a permit condition, each enforceable through the Clean Water Act. The remaining twelve require none. The cross-tabulation is therefore perfectly separated and, read as a correlation, almost uninformative: a two-against-twelve table resting on a single statutory mechanism cannot establish that durability and evidence integration travel together, and it is not offered here as establishing it. What the inventory supports is narrower and firmer. Evidence integration does not appear in federal programme design as a feature a well-constructed grant supplies. It was absent from every obligation outside the four classified as anchored, and from two of those four, so an anchor is not what supplies it; where it appears, a statute has imposed it, and the programme has absorbed the requirement rather than chosen it.

Verification
All fourteen records were verified against primary or contemporaneous sources, most recently on 5 September 2026. The verification_status field records the basis and date for each.
One record was corrected on 5 September 2026. The standing federal–municipal research partnership exemplified by the NYC Urban Field Station was previously recorded as an NSF partnership. It is not: the Urban Field Station is a USDA Forest Service Northern Research Station and NYC Parks partnership established in 2006, joined by the Natural Areas Conservancy in 2013, now convening more than ninety partner organisations. NSF supports urban ecological research on a separate footing, through the Urban LTER network. The record and its administering-agency field have been corrected accordingly.
Four statuses were live and moving at compilation and were held open until confirmed:
USDA Urban and Community Forestry. The Inflation Reduction Act appropriated USD 1.5 billion under section 23003; in September 2023 USDA announced over USD 1 billion in awards to 385 recipients. Awards were frozen in early 2025 and subsequently terminated. On 14 August 2025 a federal court partially granted a preliminary injunction enjoining the termination. Section 10201 of Public Law 119-21 (2025) then rescinded unobligated funds under IRA section 23003(a)(2). The outcome divides cleanly: obligated awards protected by judicial injunction continued, unobligated balances were removed by statute.
IIJA coastal resilience and ecosystem restoration. Executive Order 14154 (January 2025) paused disbursement of IIJA- and IRA-appropriated funds. The pause proved partial: NOAA continued to operate IIJA-funded habitat restoration and coastal resilience competitions through 2025. The National Coastal Resilience Fund carries a fixed multi-year statutory allocation — USD 100 million per year for fiscal years 2022 through 2026 — which proved more resistant to executive pause than discretionary supplemental funding.
Clean Water Act Section 319. Appropriated at USD 174.3 million in FY2025; the FY2026 EPA budget request proposed eliminating the programme in full. Coded as active but proposed for cut, because the threat arrives through the appropriations process rather than through executive action.
NSF Coastlines and People. Coded as closed rather than active: the most recent solicitation, NSF 21-613, closed to proposals on 6 December 2021 and no successor call has been issued.

Finding 3 above records an absence rather than a relationship. Evidence integration is present in two of fourteen streams, and both are creatures of one statutory regime, so the inventory does not establish that durability and evidence integration travel together and is not offered as establishing it. What it does show is that evidence integration does not arise from programme design on its own. The framework was developed at the metropolitan scale; this record observes a related question at a different unit of analysis, which is why it is deposited separately rather than folded into a scoring record.
Reuse
The inventory is intended to be useful beyond the associated manuscript. Researchers tracking US climate funding volatility, or examining which federal instruments survived the 2025–2026 reversal, can use it directly. The coding scheme is designed to be extended to further programmes; extensions should cite this record and state whether the durability and evidence-integration codings were assigned independently, and should apply the level-1 definition as written: an evidence-revision cycle that operates, not one that a programme would permit.

The deposited files support the numerical simulations and performance evaluation reported in the manuscript. They implement the proposed hierarchical energy-management and control framework for a solar-assisted fuel cell hybrid electric vehicle integrating a fuel cell, battery, ultracapacitor, and photovoltaic source.
The MATLAB files include the main simulation routines, vehicle and powertrain models, adaptive sliding-mode control algorithms, constrained gain adaptation, deep reinforcement learning-based power-sharing logic, photovoltaic power integration, roadway-preview information processing, and the evaluation procedures used for the considered driving cycles. The repository also includes the routines required to reproduce the principal numerical comparisons, ablation-study scenarios, voltage-regulation results, hydrogen-consumption calculations, state-of-charge evolution, chattering assessment, and photovoltaic-utilization analysis.

The depletion of P resources is expected to be reached within a few hundred years. P recovery from municipal wastewater is essential for mitigating eutrophication and ensuring sustainable resource use. Adsorption and ion exchange (IEX) represent promising alternatives to conventional removal methods, offering selective recovery and compliance with increasingly stringent discharge limits. This study presents the first application of Aspen Adsorption to simulate multicomponent continuous-flow P removal and recovery from actual wastewater. The tested sorbent is pyroaurite, a Fe-rich hydrotalcite with high phosphate selectivity. Experimental breakthrough and regeneration tests were reproduced through an Aspen-based multicomponent ion exchange model incorporating competition from chloride, sulphate, and bicarbonate. A hybrid parameter estimation procedure enabled robust calibration of equilibrium constants and mass transfer coefficients, overcoming convergence challenges. The validated model successfully predicted (i) the scale-up from 20 to 60 cm packed beds, (ii) repeated adsorption/desorption cycles through the Cycle Organizer, and (iii) the impact of salinity increases relevant to coastal wastewater scenarios. Results showed high correlation between simulations and experimental data (R² ≥ 0.90) and demonstrated that pyroaurite maintained effective P removal under saline conditions, with only moderate efficiency losses. These findings highlight Aspen Adsorption as a powerful tool for the design, optimization, and scale-up of phosphate recovery processes, contributing to bridge the gap between lab-scale testing and full-scale application.
