"Practicum and Educational Leadership as Disruptive Axis of Innovation in Foreign Languages Teachers" is the eighth chapter of the edited volume Diseño de los procesos educativos en la docencia universitaria: experiencias, innovaciones e investigaciones (Atelier, 2026). Its authors are Marta Osorio de Sarmiento, Martha Isabel Sarmiento Osorio, and Gabriel Alejandro Villamil Carreño of the Fundación Juan N Corpas in Bogotá, Colombia. It is a literature review that examines how educational leadership connects with the teaching practicum in the initial education of foreign language teachers. The authors argue that leadership should be understood as a collaborative, contextual, and multidimensional practice rather than an exercise of formal authority. The chapter begins by tracing how leadership theory has evolved. It moves from early trait-based models and behaviorism, through situational and contingency theories, to transformational and distributed leadership. The authors give particular attention to critical positionality, meaning educators' awareness of their place within power structures, and they link it to transformational leadership as a way to challenge inequities and promote more just institutions. Next, the authors argue that leadership competencies should be cultivated deliberately during teacher preparation. They connect leadership to teacher autonomy, pedagogical management, emotional intelligence, cultural sensitivity, and inclusion. In the foreign language classroom specifically, they discuss communicative and active methodologies, the role of digital tools, and the treatment of linguistic diversity as a pedagogical resource rather than an obstacle. Instructional leadership is presented as the bridge between disciplinary mastery and quality teaching. The chapter then turns to critical pedagogies. It proposes decolonizing educational leadership and examines the tensions instructional leaders face under neoliberal governance, where standardization and accountability pressures can reduce leaders to mere monitors of curriculum coverage. The authors argue that instructional, critical, and transformational approaches are complementary rather than contradictory. A substantial section treats the practicum as a space for building professional identity. It draws on situated learning, experiential knowledge, and inter-reflective processes that integrate theory and practice. The authors stress the importance of a well-articulated relationship among the university mentor, the cooperating school teacher, and the pre-service teacher. The final sections address disruptive leadership, which they characterize by adaptability, creativity, emotional management, and long-term vision. They also discuss leadership as a driver of technological innovation and as a mediator in implementing public policy at the local level. The chapter concludes that training foreign language teachers as leaders can turn teaching into an emancipatory act. It calls on universities, schools, and teacher educators to model distributed leadership, foster learning communities, and orient teacher education toward equity and social justice.

प्रस्तुत आलेख भारतीय स्वतंत्रता संग्राम में हिन्दी कवियों के योगदान का विवेचन करता है। लेखिका के अनुसार स्वाधीनता-प्राप्ति का श्रेय केवल स्वतंत्रता सेनानियों को ही नहीं, अपितु उस युग के कवियों को भी दिया जाना चाहिए, जिन्होंने अपनी ओजस्वी रचनाओं के माध्यम से जनमानस में क्रांति, राष्ट्रप्रेम और बलिदान की भावना जगाई। आलेख में भारतेंदु हरिश्चंद्र से लेकर द्विवेदी युग तथा छायावाद युग तक के कवियों—मैथिलीशरण गुप्त, माखनलाल चतुर्वेदी, सुभद्रा कुमारी चौहान, श्याम नारायण पांडेय, जयशंकर प्रसाद, सुमित्रानंदन पंत, निराला, बालकृष्ण शर्मा 'नवीन', रामधारी सिंह दिनकर तथा बंकिमचंद्र चटर्जी आदि की प्रतिनिधि रचनाओं के उद्धरण सहित यह दर्शाया गया है कि किस प्रकार इन कवियों ने अंग्रेजी शासन की शोषणकारी नीतियों का विरोध कर जनता को आंदोलन हेतु प्रेरित किया। साथ ही मुंशी प्रेमचंद के गद्य-योगदान तथा कन्नड़, मराठी, तमिल, बंगला आदि भारतीय भाषाओं के कवियों-साहित्यकारों की समानांतर भूमिका का भी उल्लेख किया गया है। निष्कर्षतः आलेख यह प्रतिपादित करता है कि इन कवियों की निर्भीक लेखनी ने न केवल स्वाधीनता संग्राम को नई ऊर्जा दी, बल्कि भारतीय भाषाओं के साहित्य को भी समृद्ध कर राष्ट्रप्रेम की एक स्थायी परंपरा स्थापित की, जिसे जीवित रखना वर्तमान साहित्यकारों का दायित्व है।

Der Beitrag analysiert die im Regierungsentwurf zur Reform des Nachrichtendienstrechts vorgesehenen Befugnisse des Bundesnachrichtendienstes, über die Informationsgewinnung hinaus selbst zur Abwendung oder Einschränkung von Gefahren in Kausalverläufe einzugreifen. Im Mittelpunkt stehen die §§ 49 bis 51 BNDG-E als eigenständiger kausal-operativer Befugnisrahmen und ihre Einordnung als funktionale Verpolizeilichung des Nachrichtendienstes. Zugleich wird die systematische Sichtbarkeitsproblematik des Entwurfs untersucht. Ein Schwerpunkt liegt auf der Verwendung bereits erhobener personenbezogener Daten zur Vorbereitung und Bestimmung von Kausaloperationen. Der Beitrag gelangt zu dem Ergebnis, dass der Übergang vom Aufklärungs- zum Einwirkungszweck eine Zweckänderung darstellt, für die § 52 Abs. 1 Satz 1 Nr. 1 BNDG-E keine hinreichende Grundlage enthält, sodass insoweit eine Regelungslücke besteht. Gesondert behandelt werden die Rückwirkung rechtlich eröffneter Folgeverwendungen auf das Eingriffsgewicht der Informationsgewinnung und die automatisierte Veranlassung nach § 53 Abs. 7 Satz 2 BNDG-E. Besondere Bedeutung kommt den Sonderregelungen für den Krisen- und Verteidigungsfall zu. Der Entwurf eröffnet im Verteidigungsfall jedenfalls eine Auslegung, nach der die Kausaloperationsbefugnis auch Maßnahmen umfasst, die gezielt gegen Leib und Leben von Personen gerichtet sind. Zugleich werden Prüf-, Löschungs- und Protokollierungspflichten suspendiert und unabhängige Kontrollformen reduziert oder aufgehoben. Dadurch wird die nachträgliche Rechtmäßigkeitskontrolle erheblich beeinträchtigt.

Resumo (PT)Entre o final de janeiro e meados de fevereiro de 2026, as depressões Kristin, Leonardo e Marta precipitaram uma crise de instabilidade na arriba de Santo António, Costa da Caparica, com derrocadas e fluxos de lama que atingiram habitações, bloquearam estradas e levaram à deslocação permanente de mais de 500 residentes. Este relatório, elaborado no âmbito do projeto europeu Med-IREN, compara nove opções de mitigação e fundamenta tecnicamente a solução recomendada. A causa determinante é hidrológica e tem origem no topo da arriba. A proteção exige três componentes complementares: drenagem no coroamento, barreiras dinâmicas na encosta e uma estrutura no sopé. Sem proteção, em média 69,8% dos blocos simulados atingem edifícios ocupados; 5,8% com a estrutura no sopé; 0,5% com o acréscimo das barreiras - valor que exclui os fluxos de lama, que uma rede de anéis não retém. Propõem-se duas soluções para o sopé, consoante a largura livre disponível: nos troços mais estreitos (<20 metros), uma estrutura modular de aço com painéis de betão de baixo carbono-autocura e amortecedor de sacos de solo local estabilizado; nos troços mais amplos, vala com barragem de terra armada vegetada com flora local. O estudo corresponde a um dimensionamento preliminar. Abstract (EN)Between late January and mid-February 2026, storms Kristin, Leonardo and Marta triggered an instability crisis on the Santo António cliff, Costa da Caparica, with rockfall and mudflows reaching dwellings, blocking roads and permanently displacing more than 500 residents. This report, prepared under the European Med-IREN project, compares nine mitigation options and sets out the technical basis for the recommended solution. The governing cause is hydrological and originates at the cliff crest. Protection requires three complementary components: crest drainage, dynamic barriers on the slope, and a structure at the toe. Unprotected, an average of 69.8% of simulated blocks reach occupied buildings; 5.8% with the toe structure; 0.5% once the barriers are added. This is a figure that excludes mudflows, which a ring-net barrier does not retain. Two toe solutions are proposed according to the available free width: in the narrower stretches (<20 metres), a modular steel structure with low-carbon self-healing concrete panels and a buffer of stabilised local soil bags; in the wider stretches, a catchment ditch with a reinforced earth embankment vegetated with local flora. The study constitutes a preliminary design.
