English — Abstract
U = Δ develops an operational-relational framework that takes difference, rather than objects, substances, space, time, or motion, as the minimal condition from which a finite description of a physical world can be constructed. The starting expression U=ΔU=\Delta is progressively developed through a finite observational window W=(σW,τW)W=(\sigma_W,\tau_W), which determines the spatial and temporal resolution at which differences can be distinguished. Differences below that resolution are compressed, while the resolved field is represented through successive saturations.
Within each saturation, relatively stable regions are treated as conventions rather than absolute entities. Every convention is defined together with its complement and acquires an operational boundary. Persistence is then reconstructed not as immobility or intrinsic identity, but as a history of reconfirmations across successive readings under the same window. Relative persistence, local spatiotemporal comparison, boundary redrawing, deformation, movement, emergence and disappearance are developed from this common relational structure.
The dynamical part of the work studies evolution as a recursive process of local reattribution between successive saturations. A resolved convention can retain the same macroscopic extension while undergoing non-zero internal turnover; consequently, stability does not imply absence of process. Incoming and outgoing reattributions are treated as complementary descriptions of the same local transitions, while coherent patterns of reattribution can give rise to macroscopic notions such as motion and flow rather than requiring them as primitive variables.
The remaining development investigates the minimal mathematical closure of this recursive evolution, the reconstruction of changing adjacency and boundary networks, the effect of changing observational windows and resolution scales, and the conditions under which the resulting framework can support quantitative prediction and empirical falsification. Particular attention is given to distinguishing logical consequences, operational definitions, scale-dependent descriptions, and constitutive or empirical laws that must be independently calibrated.
The aim is therefore not to replace established physical theories with an assumed microscopic ontology, but to investigate a minimal grammar through which resolved objects, persistence, boundaries, dynamics and continuity may emerge from recursively organized difference.
Italiano — Abstract

Authors: Mario Scrocca, Valentina Anita Carriero, Laura Waltersdorfer, Gregor Käfer, Umutcan Serles, Ioan Toma and Irene CelinoAbstract: Industry 5.0 shifts the focus from technology-driven efficiency to a human-centric approach that leverages data, AI and robotics for optimised and sustainable operations. This transformation places new demands on how industrial know-how is managed. Capturing and exploiting procedural knowledge is one of the challenges that organisations face as people rely on fragmented sources (expert experience, legacy documents, and partial execution logs) with little standardisation and governance. To address these challenges, we identify the core activities for end-to-end procedural knowledge management, from the extraction and curation of procedures to the guidance of their execution and the enabling of auditing operations. The proposed activities are designed to augment operations by putting AI-in-the-loop while keeping the human in control. A system has been implemented to validate the approach by leveraging Knowledge Graphs to guarantee semantic interoperability and AI grounding. We validated it in three industrial use cases: safety procedures in manufacturing, CNC machine commissioning, and renewable energy microgrid management. In each scenario, the system captures domain-specific procedures into a unified knowledge representation, enabling users to retrieve precise, context-aware procedural guidance. We present the results of the pilot evaluation with stakeholders and end-users at each company, which demonstrated improved procedure quality and execution efficiency, along with the lessons learned.

## Description (paste as is)
For n | m there are φ(n) surjective group homomorphisms Z_m → Z_n and 2^ω(n) ring homomorphisms. Their ratio ρ(n) is 2^ε(n) times the number of squares in (Z/nZ)^×, where ε(n) ∈ {−1, 0, 1} is fixed by the power of 2 dividing n, and for odd n the ring homomorphisms correspond to the subfields of degree at most 2 of Q(ζ_n). The paper gives two-term asymptotic formulas, with explicit constants, for the number of n ≤ x with ρ(n) not an integer and for the partial sums of ρ, checked against exact counts up to 2·10^10 and 10^10, respectively.
The archive contains the manuscript (PDF and LaTeX source with figures), the C programs for the exact counts, the Python programs for the constants, tables, figures and algebraic checks, and the computed data.
## New GitHub releases
Zenodo is now linked to the GitHub repository, so every new GitHub release creates a new Zenodo version with a new version DOI under the same concept DOI. Zenodo versions cannot be deleted once published. After a new release, the DOI in the paper's Data availability section should be switched to the new version DOI, or to the concept DOI.

During the COVID-19 pandemic, surgical emergencies visits in emergency department recorded a global decrease. We conducted a retrospective study to examine the surgical emergencies visits in an urban secondary hospital in Northern Greece, especially the years after the pandemic. Total emergency department visits (200426) from 01/01/2018- 30/06/2026 were analysed, 16.47% of which were general surgery emergencies. A 40% decrease was noted in the years during the COVID-19 pandemic, even though the hospital worked as COVID-19 reference centre only several months. During 2023-2025, there is a steady increase in the visits, with the most common reason being trauma. Mean patient age remain steady throughout the years (56 years- old), while the sex difference (more men) tends to decrease. A small part of the all visits needed an emergency surgery. COVID- 19 had a great effect on surgical emergency department visits. Greater analyses of the type, characteristics and variation of the patients appearing as surgical emergencies are needed to better evaluate and, ultimately, reform the provided health services.

Summary & Core Contribution
This study offers an honest, badly needed reality check on the state of Open Science in Cuban medical publishing under the Ecimed imprint. By comparing official policies with what journal editors are actually able to do on the ground, the authors highlight a clear gap between intention and execution. This gap isn't unique to Cuba—it's a global challenge—but seeing how it plays out in a centralized national health system (CNIMI) provides valuable lessons for journal editors and policymakers everywhere.
Strengths
Grounded in Real Data: Instead of just talking about what Open Science should look like, the authors gathered actual field data across journals to see what is working and what isn't.Focuses on Real Obstacles: The paper recognizes that when journals struggle to adopt Open Science, it's usually not because editors are resisting change. It's almost always down to practical roadblocks like limited staff time, lack of training, and missing tools.Action-Oriented Solutions: The authors focus on realistic steps for the 2024–2028 roadmap—prioritizing staff training and better support rather than just issuing new mandates.
Key Feedback for the Authors
Separating Effort from System Delays:
In my own work on institutional friction—such as the Systemic Intent Shadow framework—I often see how top-down policies expect immediate results without accounting for daily operational realities. When a journal misses a deadline or struggles with new formatting standards, it's easy for outside observers to assume a lack of compliance. In reality, it's usually just administrative lag. Framing this gap as a resource and workflow issue rather than a compliance failure will make your case for more institutional support even stronger. The Gap Between Policy and Reality:
Announcing a new policy creates a brief "illusion of completeness"—it feels like the problem is solved simply because a document was published (a dynamic I discuss in Systemic Disclosure Architecture). Section 3 would benefit from calling out the hidden workload placed on small editorial teams—like managing software updates or manually checking data files. Pointing out this extra strain helps explain why the gap exists.Setting Accessible Milestones:
The call for better incentives is spot on. To make this practical, suggest small, manageable milestones for editors—such as requiring ORCID iDs and standard open-access licenses before asking teams to tackle complex open data sharing. Taking things step-by-step prevents burnout and keeps progress steady, avoiding the fatigue that comes from over-complicated systems (see The Zero-Defect Paradox).
Recommendation
Accept with Minor Revisions. This is a practical, well-constructed study. By keeping the focus on real-world workflows and human capacity, this paper can serve as a genuine roadmap for open publishing across Latin America and beyond.
