This Deliverable, D2.2 “Analysis of the Spatial and Ecosystem Characteristics of the Textile and Clothing Sectors in Rotterdam and Athens” (updated version), builds on the research findings presented in D2.1 “Analysis of the Spatial and Ecosystem Characteristics of the Textile and Clothing Sectors in Rotterdam and Athens” (intermediate version) (Lavanga et al., 2025b). The two deliverables are part of Work Package 2 “Mapping the selected cities and their T&C sector & tailoring the existing platforms” led by Erasmus University Rotterdam, and they conclude Task 2.1 “Analysis of the spatial and ecosystem characteristics of the textile and clothing (T&C) sector in Rotterdam and Athens” of the FABRIX project.
The main objective of D2.1 was to establish a baseline understanding of the spatial distribution, relational structures, and coordination needs of T&C ecosystems in Athens and Rotterdam. Combining spatial mapping of business-level data with qualitative interviews with businesses, facilitators, and policymakers, D2.1 provided a snapshot of how circular and sustainable practices are embedded within post-industrial urban contexts. Across both cities, the analysis highlighted a) highly motivated and entrepreneurial small and micro-enterprises, b) the central role of facilitators in connecting actors and enabling collaboration, and c) the reliance on informal networks and project-based coordination in the absence of stable, long-term infrastructures.
D2.2 updates and extends this baseline analysis in three main ways. First, it deepens the spatial analysis in Athens by drawing on a more complete and recent business-level dataset extracted from the Greek General Commercial Register (G.E.MI). This enables a more comprehensive mapping of textile and clothing activities across eleven NACE-based categories and allows for a systematic comparison between businesses’ primary and secondary activities. The analysis reveals three cross-cutting spatial patterns: a) the continued centralisation of high value-adding and downstream-oriented activities of T&C in the inner city, b) the embedding of reuse retail and maintenance activities within mixed-use neighbourhoods that localise circular infrastructure, and c) the presence of small-scale manufacturing activities in lower-rent urban areas that are difficult to identify through primary NACE code mapping of businesses alone.
Second, D2.2 advances the analytical approach in Rotterdam by complementing hotspot mapping with the use of Location Quotient (LQ) based on establishments. This allows for an assessment of sectoral specialisation at both national and intra-urban scales. The results point to long-term restructuring trajectories, including a gradual convergence between Rotterdam and Amsterdam in apparel manufacturing specialisation and a marked increase in Rotterdam’s relative specialisation in design activities. At the intra-urban level, LQ analysis reveals a broader geography of relative specialisation than is visible through hotspot mapping alone, capturing dispersed but persistent forms of production and design activity across northern, southern, and peripheral neighbourhoods. At the same time, the analysis underlines the need for caution in interpreting LQs, particularly in sectors with small absolute numbers of establishments.
Third, D2.2 situates these spatial dynamics within their broader institutional and policy contexts through a comparative review of relevant policy frameworks in Athens and Rotterdam. The policy analysis highlights a recurring misalignment between strategic ambitions for circular economy transitions and the spatial realities of T&C ecosystems on the ground. In both cities, policy frameworks rely heavily on short-term funding, fragmented governance arrangements, and top-down planning logics, which limit their capacity to support the everyday practices of small businesses, entrepreneurs, and facilitators. These findings reinforce the importance of mechanisms that can improve visibility, coordination, and communication across scales. This analysis is complemented by presenting a set of facilitator case highlights from Athens and Rotterdam to illustrate their missions, strategies, and key partners.
The findings of D2.1 and D2.2 collectively inform the development of the FABRIX platform. The analyses underline the value of spatial visualisation tools, aggregated indicators, and relational mapping as communicative and coordinating resources for facilitators, businesses, policymakers, and wider audience. By translating secondary data and qualitative insights into accessible platform features, FABRIX can help bridge local experimentation with broader institutional strategies, support matchmaking and knowledge exchange, and contribute to more coherent and inclusive circular textile and clothing transitions.Finally, beyond the two case studies, D2.1 and D2.2 offer transferable lessons for other cities seeking to map and support their own circular T&C ecosystems. These include the importance of combining secondary business-level data with qualitative methods and the central role of facilitators as ecosystem activators. In this sense, Task 2.1 provides not only an analytical foundation for FABRIX, but also a replicable approach for linking spatial and ecosystem analysis to platform-based intervention.
