The article substantiates a methodology for forming, in future teachers of English, the skills of using interactive methods of instruction. The author proceeds from the thesis that the persistent discrepancy between the declared communicative orientation of foreign-language education and the reproductive character of actual classroom practice is explained not by a deficit of theoretical knowledge among graduates but by the absence of a specially organised process for converting such knowledge into professional action. Interactive competence is therefore interpreted as an integrative professional-methodological skill composed of diagnostic-design, organisational, managerial, communicative and reflective components, each of which requires its own means of formation. Relying upon theoretical analysis, the comparative method, pedagogical modelling and the systemic approach, the study correlates the interaction hypothesis of M. Long, the cultural-historical conception of L.S. Vygotsky, the theory of social interdependence of D. Johnson and R. Johnson, and the criteria of a pedagogical task formulated by R. Ellis with the requirements of professional training. Special attention is devoted to the phenomenon described by D. Lortie as the apprenticeship of observation and to the research on teacher cognition conducted by S. Borg, which together explain why methodological instruction alone frequently fails to alter the practice of novice teachers. A six-stage model of skill formation, a system of assessment criteria and three levels of mastery are proposed, and the conditions of implementation in the pedagogical higher education of Uzbekistan are determined.

This is the April 1998 issue of the International Commission on Physics Education (ICPE) newsletter. It features an article on a long-term collaboration between Makerere University in Uganda and the University of Bergen in Norway aimed at rebuilding science education and research capacity, alongside a reprinted article by Lillian C. McDermott on the emerging field of physics education research and its implications for teaching and learning. The issue also includes a bibliography of recent physics education research publications, announcements of upcoming international conferences, educational web resources, classroom demonstrations on centre of mass concepts, an article on Chinese physics terminology, and an introduction to the ICPE web-based book Connecting Research in Physics Education with Teacher Education. The newsletter concludes with information about ICPE leadership, international activities, and opportunities for engagement across the global physics education community.

SNOW: Solar Neural Operator for Wind
SNOW is an autoregressive neural operator trained to model the radial shell-to-shell evolution of eight MHD variables derived from AWSoM simulations. The model operates on a 91x180 angular grid and advances the solution by 10 solar wind per rollout step till 240 Rs (1.12 AU).
The archived SNOW.pt file is the checkpoint used to generate the results reported in the SNOW manuscript.

The development of students’ independent learning skills has become a strategic priority in contemporary higher education because graduates are expected to manage information, set learning goals, monitor progress, solve problems, and update their competencies beyond formal instruction. This article analyzes modern approaches to strengthening independent learning through the lens of self-regulated learning theory. Particular attention is paid to flipped learning, project- and problem-based learning, digital learning environments, artificial-intelligence-assisted feedback, learning analytics, e-portfolios, peer assessment, and reflective practice. The discussion synthesizes international research and proposes an integrated model in which autonomy is developed through purposeful task design, transparent assessment, timely feedback, digital support, and systematic reflection. The article argues that technology alone does not create learner independence; its effect depends on pedagogical design, teacher guidance, ethical use, and students’ metacognitive competence. Practical recommendations are offered for universities seeking to modernize independent study and make it more measurable, personalized, and connected to real-life professional tasks.
