Аннотация. В тезисах обоснована необходимость рассматривать эффективность управления государственными инвестиционными операциями не только через соблюдение формальных требований, но и через степень преобразования согласованной институциональной архитектуры в устойчивую организационную практику. Предложено понятие разрыва между соглашением и реализацией, охватывающего правовое, организационное, процессное, контрольное, информационное, временное и кадровое измерения. На материалах выбранных операций Всемирного банка в Узбекистане показано, что наличие соглашения, операционного руководства, комиссий и реестров само по себе не гарантирует однозначности прав решений, своевременности согласований и прослеживаемости ответственности. Сформулирована шкала институционализации управленческих функций и предложен механизм предварительного институционального согласования, связывающий договорное требование, национальную норму, внутреннюю процедуру, владельца решения, срок и доказательство исполнения. Полученные выводы ориентированы на диагностику конкретных управленческих процессов, а не на ранжирование проектов или доказательство превосходства отдельного инструмента финансирования.

Abstract: Gravity is a fundamental force that has long been studied with both Newtonian and relativistic theories providing calculable real-world solutions. Until now the relationship between these two theories has been elusive. The following manuscript demonstrates a clear and simple mathematical relationship between these two theories. The accepted definition of Newtonian gravity calculates the magnitude of the attractive force between 2 objects as equal to G (the gravitational constant) multiplied by the product of the masses and divided by the square of the distance between the 2 masses. Mass is a primary constituent of this relationship, however, isolated mass is here noted to be an artificial construct, as all mass has volume. As such, an object’s density must be considered. Considering this fact, and applying Lorentz transformations to the variables of mass and distance in the Newtonian relationship allows one to calculate the velocity of the Earth in respect to spacetime expansion. It is shown that the gravitational constant G varies based upon the respective velocities of the two objects (i.e., masses), this in relation to the speed of light, which is shown to be the true velocity of Universal expansion. Thus, light is simply ‘riding’ the expanding spacetime reference frame. The currently accepted, and calculated measure of G (i.e., Gearth or Ge), is a unique value based upon the velocity of the ‘Earth-local’ masses moving through spacetime towards the Great Attractor at a calculated velocity herein of 428,749 m/s, as based upon the established values for c and Ge in the novel paradigm presented. It is then shown that utilizing this calculated velocity in the novel paradigm, further noting our Sun/solar system is additionally rotating at an estimated velocity of ~220 km/s around Sagittarius A*, a modified Graviataional constant can be calculated negating the need for dark matter to maintain the Milky Way’s galactic structure. In conclusion, G is not a constant and is simply a relativistic modification factor between the two objects in question, this, as based upon their velocities in the expanding Universal reference frame. This novel mathematical paradigm demonstrates that spacetime appears to be a basic constituent of the Universe and that it is emergently expanding at the speed of light continually inducing both time and volume. These findings serve as the basis of the unified field theory.

Shared experiences increase social closeness. Combining insights from perception theories, which distinguish between spatially proximal senses (touch, taste) and distal senses (sight, hearing), with classical literature in social psychology, which suggests that spatial proximity both reflects and creates social proximity, we hypothesized that sharing an experience that involves a more proximal sense would both reflect and create more social proximity. Study 1 confirmed that people associate the different senses with different spatial distance from the sensed object, and assume that partners who sense the same object at the same time must be spatially closer to each other when the sense is more proximal. Study 2 found that participants preferred to share experiences dominated by a distal (proximal) sense with socially distant (close) others. Study 3 found that participants expected shared experiences that involved more proximal senses to lead to more social closeness. In Study 4 participants evaluated products by either touching them or only seeing them alongside another participant whom they did not know, with spatial distance between partners kept constant. We found that participants in the touch condition felt closer to each other than in the sight condition. Our theory and findings bridge between perception theories on how senses map on spatial distance, and social psychological theories on how spatial distance affects and reflects social distance. We discuss implications for how to use shared experiences to enhance social closeness or reduce it. Boundary conditions, limitations, and future directions are also discussed.

Originally formulated for autism education, based on the experience of the "El Pez Volador/The Flying Fish" project, this pedagogy revolves around the personalization and contextualization of learning, as well as a conception of embodiment (mind/body unity) and an inclusive approach to diversity.
It balances time-tested approaches with recently proven effective proposals. Through a critical review of behaviorism applied to education, it suggests combining the legacy of educators like Montessori, Freire, and Dewey with current approaches and best practices such as STEM/STEAM education and Service-Learning.
It presents to a broad audience the inspiration from theoretical and historical sources, as well as concrete and practical alternatives to design and implement inclusive, personalized, contextualized, and high-quality education.
