Аннотация. В тезисах исследуется институциональное противоречие между конкурентным формированием цены по правилам закупок Всемирного банка и последующей национальной оценкой контрактной цены посредством внешних ценовых ориентиров. Обосновано, что письмо Всемирного банка об отсутствии возражений подтверждает прохождение предусмотренной процедуры рассмотрения, но не должно трактоваться ни как абсолютный иммунитет от национального контроля, ни как юридически незначимое обстоятельство. Предложен двухступенчатый стандарт: первичная проверка целостности закупочной процедуры и назначение специализированной ценовой экспертизы только при документированных признаках существенного нарушения, способного повлиять на конкуренцию или цену. Сформулированы требования к сопоставимости ценовых данных и опровержимая презумпция надлежащего рыночного формирования цены. Показано, что предсказуемость последующего контроля имеет не только правовое, но и кадрово-управленческое значение, поскольку ретроспективная переоценка добросовестного решения усиливает защитное поведение и снижает привлекательность работы в проектных командах.

pynxtools-xps is a tool for reading and translating data from various proprietary and open data formats from technology partners and the wider X-ray photoelectron spectroscopy community and standardizing it such that it is compliant with the NeXus application definition NXmpes and NXxps (https://fairmat-nfdi.github.io/nexus_definitions/).
pynxtools-xps is developed both as a standalone reader and as a tool within NOMAD, an open-source data management platform for materials science ((https://nomad-lab.eu/nomad-lab/).

Interactive atlas of the flown inspection fleets of the paper 'Verification of the Outer Space Treaty with active interrogation' (P. Huber) and the data needed for an independent check of the orbit calculations: the frozen Starlink TLE catalogue (7852 satellites, 2026-03-25), the fleet files and sized tours, the encounter files consumed by the detection analysis, the flown Orekit records (per-inspector summaries, checkpoints, closest approaches and the sha256 of the 60 s ephemeris archives, which are available from the author on request), and the per-platform display payloads with their schema (data/README.md). Four fleets: a hybrid of 4 passive fly-by S3 platforms and 16 co-orbit S1 platforms (f = 1), one routed fly-by S2 platform plus one S1 (f = 0.1), 69 S1 platforms (f = 1) and 17 S1 platforms (f = 0.1); all flown with a 100 m keep-out, no station crossing, no stuck inspector.

This record contains a MATLAB script and finite-element mode data for calculating the interface-scattering loss of silicon nitride waveguides with the Payne-Lacey equivalent-current model. The script combines the roughness statistics of each interface (RMS roughness and correlation length, exponential autocorrelation) with the modal overlap of each interface. It returns the loss of the top, bottom and both sidewalls in dB/m, the corresponding linewidth contributions and the scattering-limited quality factor.
The mode data were computed with COMSOL Multiphysics in a two-dimensional axisymmetric model of a bent silicon nitride waveguide with silica cladding (core height 720 nm, bend radius 231 µm, widths 1.0-5.0 µm, wavelengths 1.53, 1.55 and 1.57 µm). Sidewall roughness statistics are obtained from top-down SEM images analysed in ProSEM, and top and bottom roughness from AFM.
